1 - Create a new document, make it any size you want. Use a transparent background and have the color mode set to RGB color 8 bit. Set the resolution to 72.

2 - Using the colour of your choice, i use a sort of blue color (#22707e) fill your canvas with the colour.

3 - Ok, now take the text tool. Use the settings in the image below to get the same as me, you can use different but i reccomend these for now. When it comes to picking the color, use the same one as you did for your background. Once again i used #22707e.
Use these settings:

4 - Ok, type what ever you want and then open your layers pallete.

Right click the text layout and select blending options.

5 - Now click 'stroke' right at the bottom of the options column. Your notice that straight away your text will now turn into a red 3 pixel stroke. All you need to do now is play around with the stroke size, color and so on.
Heres the settings i used:

6 - Now you can mess around with other blending options such as the bevel and emboss or the drop shadow, or you can keep it as you have it its completely your choice.
Heres my result with just the stroke

And heres my results after using a few other blending options and rendering some clouds (if you wish to render clouds, try putting the cloud layer between your background layer and text layer then lower the opactiy)

So in this tutorial, you may have, or may not have, learnt how to make text look like its been drawn with a pencil using a stroke. Keep messing around with it and see what you get.
