photoshop's 3D abilities are quite limited, you can apply a 3D Tranform Filter but again, it is very limited. If you wanted to start playing with 3D objects and create renders, you would have to use a 3D program, such as 3D Studio Max, Cinema 4D, Blender 3D (free), Swift 3D, Maya and many many others. Search the forums for more details on 3D programs...there should actually be a thread somewhere around here which is basically an all in one, giving feedback on just about every 3D program.
but I also just want to point out that achieving a 3D effect is still very possible and often done in photoshop, but if it is, it is done manually by the designer/artist, whereas using a 3D program makes it much easier and simpler.
