Is it normal for pseudo-classes not to work in IE? I'm trying to use :hover and :active (ie: #id:hover) and it's only working in Firefox. What gives?

IE6 (not sure about 7, i cant remember atm) doesn't support :hover on anything but but links (a). I would assume that is the same with :active.
