With some modifications and some colour changes it wouldn't be so bad. Also some padding between the panels would be nice, and also some padding within the panels also would look good.

First - that banner at the bottom is too overpowering. Then your content is padded from the top by loads, and it looks odd because the site nav and side nav aren't.
Then you have that dotted line border around your footer, and that doesn't match anything and looks "ugh". Also, it's background colour is different to the rest of the background colours.
Then, on some of your pages your border overlaps the top:

Finally - your banner text is poor. It lets the banner down.

(i.e. behind "navigation" and "content") It might spruce it up a bit.
also its currently content less, add loreum ipsum to the site so that we can grasp what it will look like with content.

for content use lorem ipsum ( link suggested above ) and for the links make the url point to "#" (will simply just reload the same page).
that way we will be able to see if you links have any effects, if not then we could suggest some effects. with the fake content added we could suggest better use of screen size, backgrounds, positioning of the tables and so on.
it basicly makes commenting on it alot easier
