Zoom in on a photo?

Hei guys :love:

I have a question concerning editing photos in PS. :)
I am wondering if there is a way of "zooming in" on serten parts of the photo?
The photo I have to work with, is taken from a distance, and i want the person that is the main person there, so be more forward in the photo, so that when i resize the image, he does'nt get so small...
Do you understand me? Or am I differcault? ^_^
Please help! It's very urgent! :o

well, you can zoom, or make it zoomed, but the quality will be super bad.
Do you just want to zoom, or make the person be zoomed meaning bigger?
