Since i cant draw, i cheat.
I got a lot of 3D car models for my 3D applications and and just have to set up the scene.

Effects are added for most part in Photoshop.

Quick render of one of the models: (no postwork whatsoever done):

Probably not much help, but you could copy n paste certain parts of the layer and pixel stretch them (select 1pixel width and freetransform) for the motion effect.

I dont get it, i thought you said: just the car, dont care bout the effects... :mellow:

In that case, since the effects are multiple, i guess start by being more specific, mark the effect you want first and we go from there.

One of the effects by the way, is what esem says, ther's a nice tutorial in the photoshop tutorial section bout this effect. This effect should certainly be one the many you use.
An evry easy basic "light flare" should also be there.

ok, i think i dont express myself very well in english, sorry for that, wat i want is to make a photo of a car look like that, dont need the effects like motion, lights...etc just how to make the car a litle cartonish, and since i dont have any 3d software, something that can be done using only photoshop

This software for photoshop unfortenately costs monney (7$), and ther's another one (6$):
--Art Actions--

How to simulate this in photoshop takes a little time and it's been a long time ago, so, i hope i find the time to put a real answer here, sry bout that.

Keep checking this post, once i find the time and i tried the method, i'll put it here.
