Depends on the site, but I seem to find White text on black background more appealing then the other way around...

White on black, Just because I tend to like more white in a picture or website than black.

Must be black text on a white background for me, it just looks... Clean? & neat. A black background with white text reminds me of pizco sites and freewebs sites, no offense to anyone who does either of them. It just does. ;)

Black text. It looks a lot better, most of the time it looks transparent because the site/forum is white (like this one! :rolleyes:)

Black text on white background. Some characteristics of Web 2.0 styles are all clean and light-colored. Hence the white background.

black on white bg, for sure.
white on black is bad and gives a goth style... awful
