Selecting specific part of image and adding description

Many of you would have noticed that on flickr, there's feature that you can select some part of the picture (usually there' a small box) and add description for that part.
Can someone tell me what kind of feature it is, and how it can be made ? im very keen to learn about that.
I have attached the image below, there' you can see the boxes on the picture.. i want to learn how to make that feature.. please help me.

Give a link to the page with the effect please. It may be code generated by a gfx app or plugin but i wouldnt know which one that would be. Probobly coded by the maker.

when i click on it, i get publicity at imageshack. And since i am allergic to pub, i closed the window and didnt see the full size.
BUT... in MHO:

1. the box is made in photoshop on seperate layer with a layer effect to glow OnMouseOver and then they made a image based slice --> not too difficult.

2. the popup (event/action IMHO) is made in another program like dreamweaver or GoLive r something (coded in other words).
