maybe he's got a photoshop plugin call alien skin xzenofex 2 like me, it's easy to make those type of effects like lightning or electrify something, cracks, burnt paper, mosaic tiles, and other stuff.

i just use all the basic toos that come with photoshop, only thing i have installed is fonts

I prefure to make my own as some times premade brushes dont go with what your making, if you make them your self you get the look your going for, but it takes more time

the cracks are easy, get a basic brush set on hard make it 3 px , draw your line like a crack, then change the brush to 2 px, carry on where you left the 3 px , then end the line with a 1 px
The text Spider , is also part of the cracks, and was drawn with the wetmedia brush, not a font

once you have made your crack goto blending options and add a outer glow and mess with the outer glow setings a little till you get something you like, and sometimes i allso add a drop shadow
also i flaten the layer with the blending option, so i can add new blending options, this can be really useful

the gras effect is a wetmedia brush brushed around the edges in 2 shades of green
and the stone was made with a outer bevel and some dodge and burn

The animation is just the top layer with the crack layer been cut out , a layer under that filled with red,
and a inner shadow blending option, i then copyed that in the animation tool, changed the inner shadow to full % , then tweened the animation to 18 , this made 20 frames, i then revursed the frames and ended up with 40 frames, so the animation loops, i think in the end i ended up with 30 something frames, as i deleated some unwanted frames
