I'v decided to make a website but I don't really know what size it should be in
I'v heard you're supposed to use 800x600 but if I make the website in photoshop with 800x600 then it seems kinda small

I think standard now is about 1024, so make it 960px wide.

no height requirement.
Height doesn't matter just depends on how much content you have, the height should be stretchable for content but if you want fixed width make it 960px. Or you can make your site stretch to resolution of the user if you want

i used 950 X "depend on the height design requirement " but normally i used 950X768.

No, you don't have to, although I'm sure anyone who has a 800x600 resolution monitor would like it to. Also, anyone with ridiculously huge monitors would be thankful for this stretching too.
It isn't hard, you could make the width a certain percentage of the screen.
