I got an email about this today, was going to post it tonight. I went to the advertisers page more or less straight away after a little look around...then i saw the price tag.
$200 min.
edit: here is what i posted on another forum:

He was the creator of www.milliondollarhomepage.com and is back with his new idea!

Here's how it works:
1. Register for free
It takes one minute and we promise we won't sell your personal details to anyone
2. Starting clicking ads
With 10 clicks per day, the more days you play, the more chances you will have. You will be accumulating entries from your clicks right up until the draw takes place.
3. Are you the lucky winner?
A month after all the ad space is sold, one ad is selected at random and a winner is chosen from all those people who clicked that correct ad. A millionaire is made! The winner will also get to nominate a charity of their choice to receive $100,000.
With a $1m jackpot on offer for one lucky web surfer, Pixelotto is set to become a global internet phenomenon. You can be part of it.
Here's the info:
* There are 1,000,000 pixels of ad space available at $2 per pixel, with a minimum purchase of 100 pixels for $200 (exc. VAT where applicable)
* We have a fully automated ordering and uploading system, so buying pixels is simple and fast (perhaps even fun!)
* Once live, you'll get daily stats about how many clicks your ad is receiving, and even demographic data about who is clicking (anonymised age and gender information)
* Your ad will be online for one round, which ends one month after all the pixels are sold-out (at which point we'll be making someone a millionaire!)
* As an advertiser, you don't win anything, and you can't enter the draw – sorry. However you will have premium internet real estate viewable and clickable by potentially millions of people!

It seems to be a good idea, but 2 things have put me off after i initially headed straight for the 'Advertise' link.
1. The price, understandably has doubled to $2 per pixel with more importantly a minimum purchase of $200. While this may not seem a great amount, in comparison with MDH it's 50% for 50% more.
2. The maximum time an ad will be up is 13 months. That is, the time it takes to sell all the pixels + 1 month. The time is limited to 13 months as if the pixels are not all sold by the end of the 12 month period the draw is held then. (only this time with 50% of revenue being the prize).
So what do you think? Will it take off like the MDH will?
Personally i have a mixed view. These types of sites are now common, but while most are using the same freeware script that is loitering on most corners of the internet, the Pixelotto has the advantage of being the 2nd site from the original creator of the idea and script.
For people like me (i.e. young webmasters) the price rise will affect purchases, but i don't see this being a major issue for the site. And with the chance of a visitor winning up to $1,000,000 the popularity will almost certainly be made up for.
I think it will be popular, but whether it will take off with the same flair as MDH remains to be seen.
Matt.

Very true, i never thought about the media aspect. I meant to mention the large Last Minute ad in the center, that's good to see them getting involved considering the size of the company. I think he could be on to a winner of this first round goes well, but as with anything it could go either way.

I think the new idea is and will go well not because it is a good idea but because Alex Tew is the one who is running it. In my opinion, if anyone else had come up with this, they wouldn't make the million.
I guess it's because he's not the copycat...he's the original. All the other dollar pixel sites or other knock-offs did not even come close to Alex's page, so I'm thinking if someone else started the same thing he's doing now, it would bomb. Most probably has to do with what Donna mentioned....the BIG media attention.
