How is this effect created?

How is this eefect create? i have tried to do it using posterize but this only results in shades of red and yellow, how do i get the diferent levels of colour to show as shades of blue like in the attached image

Create a new layer (Ctrl + Shift + N) on top of that one, fill it with blue using the Paintbucket tool (G) and set its blending mode to Color in the layers menu.
If you need some screencaps of this last steep, just tell me.
