I am working on a big picture that will eventually become a poster. I wan't to save this image so that it is small enough to email. Is there an easy way to do this without actually resizing the entire file?

As you say in your topic's title, have you tried saving it for web?

in the "save for web" dialoge box for both illustrator and photoshop the tab to the right of the "color table" tab is the "image size" tab. with it you can specify either an exact size or a percentage of the original and you can even set the sampling algorithm.
