Looking for help of a tutorial

Could someone please explain me how THIS tutorial works? It doesn't explain which filters have to be applied on which layers (extremely irritating) and step 3 is one big mess.
And what exactly are rulers? I can't seem to find them.

for rulers goto View > Extras > Rulers are tap the R key on ur keyboard... and tap it again to hide them

After you see the rulers, you can (and that's the main reason to put them there) click-drag from them to your drawing to create socalled "guides", which can help you place everything at the right spot.

And i don't think he used filters there, but he openend the "layer styles menu" and went from there. To get to the style menu, there are several possibilities, for now just do:

Yeah thanks, I actually ment layer styles but he doesnt describe on which layer he applies which style.

he doesnt have to since it's highlightd in the screenshots: (edit: he does explain)
1. inner shadow
2. drop shadow

then after making the copy
1. filter used (nt styles after all :) sry) --> he provided the settings to fill in dialogue
2. in the layers tab then he changed the layer settings (thus: no filter, no style) from normal to overlay and the opacity from 100% to 67%

then he makes another duplicate (with shape selected off course) to work on the highlights (not exacly a subtle method bdw)
1. changing back in the layers palette th standard settings
2. diffuse filter (erm... dunno this one bdw)
... etc...
