How hard would it be for someone that has never made a forum skin before to make one and apply it to my forum? And what do I need to know to get the ball rolling?

forum software is?

If it's IPB it's easy to change the CSS and images for basic changes, if you want it detailed and unique there's only a few I know that are capable of doing that so it will be hard.

Anybody with paint can create a forum skin. That part is not hard. The hard part is getting it from paint to the web. I've only worked with phpBB my self, but all of the images and everything you have to edit can get quite cumbersome.

Then again, like D said, if you want to modify more than just the CSS for the template (i.e. the HTML), then you're in for a couple of weeks worth of coding alone (or a few really long nights).

If you're using phpBB, i'd start by checking out their help database, they have a few whole sections devoted to modifing templates.

If you're good with HTML then it's not too hard, just takes time. I did one for phpBB and made it match the style of my two studios. I just created the images I needed and then edited the code to make the layout work. phpBB uses templates like header, footer, etc. You just edit the specific sections to your needs.
