Photoshop cs2 and adobe bridge is able to produce Hdri 32bit images, however that requires you to have taken a wide range of photos at different exposures from rangeing from short to long timeing. Of the exact same motive, preferebly on a steady tripod. If one of the photos is just slightly of the others then the outcome will get all blurry. Anyway the option to make the hdr image out of the set of photos you must supply is under File<Automate<Merge to HDR... then you get wizzard allowing you to select a folder or to pick out the files. The minimum amount of iamges required is 2 but the more the merrier and the better quality the final will become. Then it was something i remember about 3D HDRIs beeing taken trough fisheye lenses or glass spheres and then wrapped out to make those neat reflection maps but i cant remember exactly what that was about...

So uh... Pretty much if I use an image that is like a wallpaper I can just adjust the lighting on it to pretty much have the same effect as that?

Dont know, Im no expert on HRDIs but i guess you could try to adjust the levels and brightness to make a couple of different versions of the JPEG and them merge them... But i guess theres a catch to something like that... That could be built into a PS filter if it where that "easy"..
Try thsi website it has tutorials on HDR and stuff and things. http://www.hdrshop.com/

Try this tutorial,
you don't have to do the Poser part obviously, but it explains to you how to use hdrshop to fake a ibl setup. (you can't make a real hdri with justa jpeg image, but results are fine enough).
