Not really i guess, just a few guidelines: always have small end-product in mind: so clarity rules ! no details, where you need millions of colors to look good, no (or least possible) text if possible.
It takes practise, my first customized icons looked like erm... well you know.
Make them in a resolution that can be divided well: f.ex. 512x512, but after that resize to 258, 128, and even less to see if the icon still looks good in these conditions.
If you make a serie, be sure that they match and that you make enough of them, nothing that ppl hate more then when they want to use those icons they see one to replace a folder(map), but none to replace there HD... etc. same for applications.
o whell, thats my 2 cents.
a site that could help you, but only go there if you know something bout coding and customizing your windows etc.. would be www.customize.org . Lots of free stuff there to get inspiration, but be sure to have a good virus scanner...
