lol, do you REALLY need a tutorial?
Make a banner, put an image in, make a pattern, draw a semi circle, make it white, decrease the opacity, and use a pixel font and add it. Then add a 1px border.
Simple!

u could also try that little prog if u're crap at graphics stuff/lazy
think i tested it before and it did wot u would expect... really simple, just remember to scan etc if u decide to dl it
