Hi, I would like to know how to create the following 2 effects.

The first been how to make a photo or image of a person appear like the example on this game cover.

The second been how to create a sunburst effect, like the one used as a background on the following site.

You could do both effects in photoshop. With the game cover, it'll be a little tricky. In photoshop open the picture you want to use, select image, adjustments, threshold. Play about with the settings and you'll get something close to it. You can then fix it up a little using black and white brushes. The results won't be great but that would probs be the easiest way of doing it. You could maybe use a slight blur on it as well. Try some searches on the site, I'm sure they'll be a tut on something like that.

2nd question is fairly straight forward, make your document size. And draw lines such as this



If you used mulitple layers make you merge them all into one layer, select the top layer and press ctrl+E until you have all the lines in one layer. Select filter, distort, polar coordinates, choose rectangular to polar and click ok.
