Create a movieclip with a enough big clouds picture and let it scroll through the movie.. there are a few tutorials around for scrolling images. Have a search in here

Might want to also look at making a seamless sky background. There should be tutorials out there, and I know photo-stitching software is available and could possibly work for a seamless sky. If you dont have the seamless sky, its going to look kind of sloppy when the sky jerks around at the end of the animation.

You'll probably need to photoshop one. Unless you are able to find a stock image that is seamless? Might be worth the effort to do that. If not, just use the clone tool and airbrush in photoshop.

my suggestion for a seamless sky is to find a cloud map that is made to be used as a texture for 3D rendering, since they are designed to wrap around a surface and line up, which has the by product of being exactly what you need. I have attached a texture map, I made the animation and it worked, but you would need a bigger map to use for a website background.

By the way, what code did you do to make it keep repeating? Thanks!

easiest way would be to hand tween it inside a movieclip, and just let that keep playing.

Hmmm, maybe. I'll give that a try and see how it goes, thanks.

I created, a while ago, a cloud generator for a game I was making. Generates clouds in random size, order, and transparency. I wouldn't mind giving the source if you'd want it.
Although the animation thing would probably be easier and look better.
