Are there shortcuts for selecting the Hand and View rotation tool in the bottom-right corner? Manually selecting these buttons is really hindering my workflow.

im sure there are. but i doubt anyone will know, as noone here has heard of that program 
although if this is for 3ds max which i have a feeling it is, pan (or hand as you called it) is cntrl+P by default, and rotate does not have a key assigned.
you can view the hotkeys and edit them by going to Customize>Customize User Interface>Keyboard tab...

Yes this is for 3D studio max. Thanks for the tip! Hopefully I can assign a shortcut to the rotate tool for the viewport too.
