From the looks of it it just seems like someone has blue screened someone, and adjusted their colour to a flat blue in Photoshop. Or they did it that hard way and imported the video into Flash and traced it with the brush tool (which it looks like they did).

is there any software they use?? is there any tutorial that you know so i can achieve that kind of animation?

Export a movie frame by frame and use "Live trace" in Adobe Illustrator on each frame. Should get you a result close to that, but it will require some tweaking. Thats probably the fastest way without dropping a ton of money on advanced video editing software, and getting a properly recorded video.

Other option -> get an animator to draw it for you ^_^
