dude, there are a million of tutorials, and im pretty confident that in between them here at P2L, theres also a tutorial on matrix text effect.

first you would need the right font... I used OCR-A BT
type yr wording (use a very light green), add a drop shadow (layer style), change blending mode to normal, distance "0", size "6" and make it a darker green.
duplicate layer, set underneath TYPE layer and rasterize it. Then Filter>Blur>Gaussian Blur and use a setting that works for u. It might be a bit light, so then just duplicate the layer again and u should get the effect displayed below

how about the part on the bottom that says, "matrix revolutions", im haveing a hrad time trying to find one.

enter a arbitrary value at 0 degree angle
