For fully advanced 3d, Blender is the best.

Maya
Did you forget the price part? Maya certainly cover the "Best 3D" program, but at a steep learning curve and even harder to swallow on the price.
I think this is a very hard question to answer its like asking for the best car for a good price. If you narrowed it to the best car under $10k it would be easier to answer. I like Blender, but for enviroments, etc. I've messed with Bryce and been pretty happy. I got it for like $6 on one of their deals.

Maya
Well I have heard of Maya lite which is supposed to be a cheaper version of Maya (well Duh! ) for is more advisable to students to purchace then the full blown out version, but im not sure if it cuts out some of the stuff tho (more then likely will as it will cost less )
Happy Hunting
P.S yeah C4D is a good one, easy to use, just a matter of knowing what does what and how to order things in the object manager (works on some hiarachy scheme)

what program lets you get to the highest results of all ?
Now this is really really a matter of artistry --> you only have to look around on the internet to see that pretty amazing stuff is done in every program.
Most important thing here is to stick with 1 program and a lot of patience in the beginning: doing 300 tutorials (twice) and learning something new every time. Then buying 300 books and start over again.
Then when you think you know the program a little, you think oàf stuff to create (start with things close to you) and every problem you encounter ask in the right forum....
Then start thinking a little bigger, but dont just promise any friends very big projects just yet !

any particular reason why there is no doubt that maya is the best 3d program?Maya is the best no doubt about it, and its the best value too, free!!! Well at least Maya 8.5 Personal Learning Edition is. Not for commercial uses though so poo =(
i think narull got it right:
Tbh. It will mostly be the artist and not the program that does the job.
