Wat program would be good for video editing for example making eyes bigger and face distorintation stuff like that.

Adobe aftereffects, discreet combustion, shake (apple), houdini, fusion. Aftereffects is probobly what you are efter, relativly inexpencive, powerfull, easy and widly used.
What you want to do is fairly difficult to do if you are looking for a more or less professional result. Commonly makeup is used for that kind of stuff.
