Is it okay if I make a website by following a tutorial and then put it on the web?

Lol, it might be - but most tutorial owners probably wouldn't appreciate it, lol.
Another thing, doing something like that just doesn't seem to cut it with a lot of people. I mean, if it isn't your own work, and you've ripped it from some other guys tutorial, then... yeah, you get the idea. I certainly wouldn't think too much of the site. But then again, it depends on your target audience - are they an audience who knows much about web design? Or is it a friendly community like Bebo, MySpace etc.?
Best thing's to maybe do the tutorial, but from that, create the inspiration to expand on your own creativity and things you'd like to see changed. Who knows... it may just end up looking like the best design in the world!
