I want to use a semi transparent png as an overlay. Im trying to get a vista like look and to do that i noticed that the content behind needs to be blured a little. This is all well and good doing this in photoshop with an image under it, but what i cant do is set this effect on the png so that it will blur what ever content is under it, since the content under it will change but i still want the blured effect.

Is there any way i can do this?

Only thing i can think,
its done with coding, not sure what type of project your working on, but like you said you want to move this around , and what ever is under the image will blur, that defo is coding, could be done with flash also i think, ( not sure )
