Anchor link "slides" to the anchor

I know how to set up an anchor link when placing links which lead to lower parts on a page, but instead of instant-taniously just poofing to the section, I've seen on some websites where the page scrolls slowly down to the location on the page after clicking an anchor link.

If that makes sense, does anyone know how to set that up please?

Thanks, but is that some program or something I download? Is there a tutorial on there which I can follow to help me get this to work?

Scriptaculous is a JavaScript library for very nice effects and such on the client's browser.

Just follow the link he gave you, there are plenty of documentations on Scriptaculous, such as the get started page.
