Can't use items in Filter

Hey guys when i go to use the tools in Filter i can't they dont seem to be highlighted up. Could anyone tell me how to fix this?

That happens if you created the image as CMYK or Lab Color. RGB and Greyscale will give you the full set and bitmap will give you none.

I'm using RGB colours and it still happens

Well in that case you must be larger than 8 bit colour depth. You can't use all the filters in 16 and above.
