I believe Dan is testing out some new on-site marketing functionality. There's probably a cooldown timer being stored in a cookie to keep it closed once you kill it.

Hey guys, I'm nuking the ads but adding a pop for announcements, offers, etc. relevant to the site. Right now I am still dealing with major issues... the forum emails are not working again and hosting is struggling to figure out why.

The forum emails like the ones sent by the forum? I could set us up a mail server and get them working again 
There's also some other services that do all the email stuff but I think after a certain amount of emails you have to pay monies.
