 Grab the shape tool
Set it to rectangle and make a rectangle as long as you want the flag stripe across your canvas
Grab the pen tool and ad 2 nodes vertically aligned on the rectangle where you want the fold (hold ctrl and click the edge of the rectangle to select the path then without holding ctrl hover the pen over the edge path untill you see a "+" sign, then click to add a node to the path)
use the path selection tool (white arrow) to turn the node handles one at a time uniformly until you get a good looking fold

If you need to have exactly aligned top and bottom lines then use rulers and snapping when editing the nodes and their handles.
