Q1. What size would you recommend to design a Web Layout Template...?

1. Depends on your audience. Generally I aim for 780px wide if not full width.
2. No, as long as you save with web colours.

1: I usualy make my templates 770 x 780 px.
2: Nope, same thing as Creative said.

Because of the style of the layout I want to design, I have set mine to 1723 x 2905 is this a little OTT.
I agree with your size and thank your for your feedback most appreciated.

1723 as a width is HUGE. I'd never make something like that big for a website template... it would have lots of horizontal scrolling.
You could always do a liquid layout, so it expands depending on the users resolution.
That way, it looks good on small resolutions, and on large ones. An example is my site. The tables/divs will expand 100% of the screen, but will leave a small gap on the left and right to make it look neater.
To do something like this, make your design in photoshop, then when you code it, use % widths instead of px widths
