hello, i'm a web designer with a huge passion for films and animation. I've been looking into starting to make my own animations for some time but cant find the best way.

Clay models take to long to animate.
Flash i know but i'm not a fan of its restictions (movement isnt great)
3d animation programs such as Lightwave are a bit heavy for my proposes but seem to do everything i want.

I have arts skill, knowledge of premiere but need a program that will help me create a short animation? Is flash my best bet?

well put more info first as to what kind of short films you want to make. Like what kind of style 2d or 3d. etc. I'll throw a couple of idea's your way hope they help.

for 2d animation you can use flash, flash is great but it has a learning curve that gets harder the further you get into the program. It still a good choice though. I'd also check out toon boom studio 2 it's a great program that is kind of weird at first but you can quickly pick up if you just read the manuals. I've also played around with one called Moho. Moho was kind of cool I never got to mess around with it as much though. I think all of these are $600 hundred or less... i think.

For 3d animation well thats alot more difficult but don't let that drive you away from it. A couple things first 3d animation will usually cost more to make and take more time than 3d this is not a solid fact but usually it does. 3d involves more steps, if your going to do it yourself you will have to learn the how to model your character and the enviroment it's in. You will have to learn how to rig your character with a skeleton and then you have to texture the models you have. Then you get to animate. This is alot harder to do i think. So keep that in mind before you jump head first. So what programs well i'll go from cheaper to more expensive. There is bryce 5 which good for easy landscape making and can make characther models as well i think. It's a full package in one. Check out truespace 6 don't know much about it. Cinema 4d i think is the easiest off all the 3d programs to learn not saying it's the best but it is damn good about $1000 to $2000 . lightwave 8 is also another good one around $1800 3ds max is around $3000. Maya is about $6000 and xsi which i did'nt like but you might ran terrible on my computer. These are all very advanced programs and can do almost anything you want if you know how.

I'd recommend you start with something simple like 2d then work you way to 3d it will probably make the transition alot easier hope this helps some whats easy will depend on you.
also check out
Zbrush(great stuff just a modeler though not animation)
and last but not least Motion Builder 6(kaydara now alias(maya) owned)
i'ts an animation program that just has to been seen to belive..... good luck
