This photo was taken a while ago, And I just decided to play with GIMP again.
The effect was created in GIMP.
You could create try this in photoshop however.
- Duplicate the image
- Remove all color from upper layer.
- Erase areas you want to be colored from upper layer.
There are better ways to do this.
Hopefully it'll give you some idea though.

you can also just desaturate the whole picture, then either create a new layer or not, and take the brush and set the mode to color pick a color and start to color her, this allows you to make the shirt pink instead of blue for instance.
