Heya.. My cousin was in the newspaper, and it was this picture. I would like to know how to make it dark like that, what kind of filters and color optimizing is used?

Try using the Burn tool to darken the areas needed.

maybe try to play around with the left most triangle in the levels graph.

It looks like the saturation is negative also.
