Illustrator is the most effective-- Ive designed a bunch of logos on it, and it really does work the best. Check out the article above, because it does have other options, although maybe not as powerful.

I love CorelDraw because I think it's so easy to use and it's very user friendly. Illustrator is more powerful but it's also harder to learn. I think the learning curve is quicker with CorelDraw.

A free vector program is Inkscape. I find it quite useful, although I've got to learn it better
!

I always use Illustrator. I love it and I know it, but also it is super powerful so it is a very good choice.

I've noticed this: US designers go with Illustrator, European designers go with Corel. Dunno why
