N-sane Huh?
The design, was done by a way over professional person. You would need some skills to get the realistic images on the layout. It is probably done in AI.

I Made the bottom border for you
I wont be making a tutorial, as that will take to long,
the best i can do is give you the full PSD Photoshop file, its a good way to learn, take a look at the layers
Download the PSD here
And heres The image i made
TechBorder.jpg 44.11K
83 downloads
Note: I also dont use the pen tool, i used the pollygonal lasso tool, and erasure tool, Channles - Blur & Levels, but thats just the way i do all my work, I can never get used to the pen tool ( Dont get me wrong , i can use the pen tool, I have just been doing all my work the otherway, and its what iam used too )
The rest can also be done quite easy, but will take time, it helps a lot if you know photoshop, and like N-Sane said, takes skill also
