Would you all consider it ripping if an individual uses images from a site but heavily modifies them (to the extent that you can almost not tell them from the original unless someone mentions it).
I'm asking because this recently happened to me... debating on whether I should contact the host or not. What are all your thoughts on this?

When I was studying Graphic Design in college my professors had always told me that if we changed enough of an image we could use it. Not claim a copyright, but use it. Were they correct, I have no idea.
One thing I can tell you is if the person indeed IS claiming a copyright on the edited image (e.g. the tagline most people have on the bottom of their site saying everything is copyrighted by them) then according to this below he can be nailed and is NOT allowed to do it.
How much do I have to change in order to claim copyright in someone else's work?
Only the owner of copyright in a work has the right to prepare, or to authorize someone else to create, a new version of that work. Accordingly, you cannot claim copyright to another's work, no matter how much you change it, unless you have the owner's consent. See Circular 14, Copyright Registration for Derivative Works.

If you're happy with spending time editing an image, why not create the image in the first place?

I should have included the images but I didn't want to cause any drama so decided not to... however I did contact the host and they took the stance it violated their ToS so they had the individual remove the modified header image.
