Im pretty sure ive seen a tutorial that does this in the past but i cant seem to find one anywhere now..

I want to know how i can improve the quality of a photograph taken by webcams.

For example:

How would i make this photo into a perfet looking photograph in photoshop?

Without basically redrawing it all, you can't use something liek this as a source and "clean" it up to a perfect photo. You would have to fudge the details and redraw it all out.

you cant use whats not there.
Its different with a raw picture from a camera, where the info is there.
