how to create round border for web in photoshop?

Can someone give a brief guide how i can make the rounded border by using photoshop cs3 like the below one?

Select the rounded rectangle, make your rounded rectangle, right click, and select stroke path.

and then make your document slightly bigger then the rectangle and choose a backgroundcolor in your webdesign program, so everyone thinks you've got a rounded rectangle design...

erm... that wasnt very clear was it ?
Here's example,
the webpage hase the same background color as the background color i choose in Dreamweaver, so they blend, and i designed the actual page smaller...

This is not a real website just a tryout for a design someone asked me (long time ago)
