bring the picture into illustrator then go to object i think and choose make trace. Then when the options come up just increase and decrease the threshold to get better lines and fills.

No he wants to know how to make the grunge, not take it away. Just get some grunge brushes, good place is DeviantArt. Then in photoshop, paint over the picture with your grunge brushes with the eraser, or the same colour as the background.

take a very grainy ("chalk") brush and brush with the brush tool (on a copy!) with a big size and very low opacity. (black)
also try the smudge tool.
