How do I do it?
Like I see in naruto they show like a picture and they can move up slowly it looks cool (Like they show a picture of sasuke from his toe, then slowly the camera goes up and then his face shows.
If I put the images together its like one big vertical picture, so how do I do that in a video of me? Lol no Its not a video of myself I dont love myself that much but yeah just tell me.

I'm pretty sure panning is a good enough term for what you're talking about. I've seen naruto before, and doing a similar effect will be prett easy, but what program are you using, it'll be easy in a program like after effects, but you could probably do it in any other video editing software.
I'd do it by taking a vertical picture of myself, (the non-landscape kind?). Most cameras will have an extremely high resolution compared to the regular 480p or 1080p of videos. Then just scale down the picture, and put in some keyframes, the first one at the bottom of the picture, and the next on 10 seconds later with the focus being on the top of the picture.

After Effects!! Yay!
Alright his is what you do.
1. Create a new comp in a standard resolution (such as 720X480
2. Take your image that is in portrait format (larger vertically) and drag it into your comp
3. As you can see, if this picture was taken on a high res digital camera (as most are nowadays), it is WAAAY bigger than the comp, and you'll only see a small portion of it.
4. Scale down the picture (hold shift and drag the corner in) Drag it enough so that the width of the picture is a bit bigger than the width of the comp.
5. Move the picture up to where you want the animation to start.
6. Using simple keyframing, make the picture slowly move down.
That's it
If you need anymore help, I can make a tut for you as well.

you can just import the picture and drag it to the new comp icon at the bottom, it will automaticly create a new comp.
Of course, like vvtopcar said, it would be way to big.

edit: btw my videos are not high res, i accidentally put them to the 720x480 size which is the comp size on adobe after effects. how do i resize to 1024x768 so i can pan them in the 720x480?

that would be in the settings before you import everything.
or do you mean afterwards? Thats trickier and NOT advisable, but i am sure vvtopkar could give a few clues,
i try not to encounter that problem, cos thats always seed for other problems...
