Your both incorrect, internet is NOT free, it's only free if your parents pay for you and even then it's still a paid service.
Filtering hasn't failed its barely even started and it's very easy for them to block out sites and watch everything you do, take Korea and China for example all our governments have to do is enact it like they do with everything else. And Comcast is shutting clients off if they download too much, others are handing info over to the Police/CIA/FBI etc

I never said free in terms of money. You are free to go on any website you want, download what you want, etc. Filtering is based on the government you have, but the internet by definition is free.
And like anything D, don't subscribe with ISPs that aren't fair

Nope there's many websites that you have to pay to see, porno/warez/tutorial sites/1000's of graphics sites many forums are all going to paid memberships/movie sites/news sites some require a paid membership to read......... just to name a few.
