i am new to this forum but i have been using this website for some time now.

i was wondering if anyone can help me or point me to a tutorial that could help make a picture with the same effect as this one

from the look of it, it was just taken with a fish eye lens and the saturation is set pretty high, there are probably some after effects though it wouldn't take much tweaking to figure it out
