I been wanting to make this kind of design so if someone could give me a tutorial for this.

those black and blue thingy's you see are called brushed. You could design them, but why reinventing the wheel.
The background you see (part from the smudging that was done) is called "diagonal scanlines" --> do a search and you'll find some tutorials in the tutorial section.

sry bout the scanlines, i see in your sig you allready familiar with these.
