For each new user that signs up, their first X ammount of topics and/or posts they make must be reviewed by a forum Mod.
Or to make it easier, assign a group of voluntary members to be on 'spam patrol' to review and approve new posts and topics by users with less than X ammount of posts.

Moderating all new members is very time consuming and quite pointless especially to the valid member trying to request help, we also don't need more Staff to do this as the current Staff is quite capable of handling them plus that's why we have the REPORT button that emails ALL Staff
