I recently took over the job of upgrading a website using Dreamweaver..
Everything looks great on firefox but the changes don't show up on IE.

The source code is quite messy, pardon me. It looks as though it was saved from Microsoft Word or something because of all the crazy extra junk that is in the code. Anyway, you should clean up the code and then you'll want to either use different methods of CSS or create another stylesheet for IE and use Conditional Comments.
Please try to be specific as to which parts of your site are not behaving properly in IE. It isn't realistic to just post your site and say help it doesn't show my changes and then expect things to be solved. If you can narrow this down a bit you'll be more likely to get specific answers. I say all of this with the kindest regards.

I am a rookie and have no idea what I am doing or else I would be more specific. I basically just edited everything that was already on the site and unfortuanlly i can't be more specific because i dont' really know what is wrong. I think that my best bet is going to be re-building with Publisher, I hear it is more compatable with both browsers. Thank you however for ?helping me out.

your best bet would be to code it by hand, just delete whats there and start over.
using publisher is a step backwards. It's a simple site and should be a good one to start learning how to hand code.
