Love this for a storyboard

But I for the life of me can't figure out how to do it. I found it while googling photoshop images for storyboards, trying to get ideas for mine. At first I thought it was just cropping the images but I'm not sure. I use PSE 6 at home and I can use CS3 at my sisters so whatever hints you can give me will be great. Here's an example. **Sorry I tried to resize the image, but it wouldn't work**

make selection and type ctrl+J to copy selection to new layer (5 times) then move layers and then delete original

edit:
heres an example i did for my daughter for her party (6th birthday). It needed a little more preparation in advance (to make the frame), but principle was the same:
