Hey there,
This design has a lot of potential it looks pretty good. Great work! My suggestions would be to make sure you are aligning your footer content with the width of the main content. Maybe the stuff on the right column of the footer could have a right alignment? The footer just seems to need some alignment adjustments IMHO.
I really like the light graphics on the page. For consistency though I think that you should pick a way you want Somiac to look and stick to it. This is to say that I don't like how you switch Somiac from the banner to the "Welcome to Somiac" heading. I think it should have the same colour properties rather than switching it. I would also consider changing the font colour for the News and Updates heading.
I can see this being a really nice page with the header and footer set to 100% widths and the content just staying centered as you have it. It looks pretty good!
