Tutorial Help - step I dont understand

long time poster...but havent been here a while...so I lost my login info. Found out about this forum years and years ago from teamwarfare.com.....anyway

Could someone please explain to me what exactly the author is doing here in step #12?

I can do everything else, but he's leaving something important out.

I am familiar with PS, but i cant seem to do what he's doing in this step. I've got the elipse, copied it, it makes a new layer for the pasted ellipse...but there's no way i can figure out how to select and/or fill the difference to color the thin slices.

Thanks in advance, adn its nice to be back using photoshop :P

Here's what I'm looking at - cant select/fill the difference in the ellipses.
